Joel Carter
Director and Principal Consultant WAPC Subdivisions
With some 25 years of experience Joel has extensive expertise in every aspect of the subdivision process from both sides of the process having held senior planning roles at the Western Australian Planning Commission (WAPC) and in Local Government. Joel’s deep understanding, strategy and foresight of planning assessments combined with surveying processes, has saved clients significant costs and ensured smooth transition from plan submission to title creation.
Armin Tuka
Director and Licensed Surveyor
Armin leads the Surveying team at Land Division and brings extensive experience across all areas of land surveying, from engineering to subdivisions. His expertise brings the team together, guiding them from fieldwork and drafting through to project completion. Having obtained his Surveying License in 2015, Armin is also a past recipient of the WA Spatial Excellence Award and the SSSi Certificate of Merit for Individual Achievement.
Lee Zimoch
Licensed Surveyor
Having obtained his Surveying Licence in 2026, Lee is the newest Licensed Surveyor at The Land Division. With over five years of experience at TLD, working under the guidance of Paul Nas and Armin Tuka, Lee has developed strong practical surveying skills and a thorough understanding of the surveying process. Known for his efficiency in the field, Lee brings a practical, hands-on approach to surveying projects.

Licensed Surveyor
After a long and illustrious career Paul officially retired in October 2026. Paul’s methodical and professional approach has shaped our senior surveyors who became Licensed under his supervision.
